The date of the referendum will be November 23rd 2017. If you are on the electoral register you will receive polling cards in the same way as other elections and there will be a polling station in each of the three villages of Beare Green, Capel and Coldharbour as well as the opportunity to make a postal vote.

The examiner has published his findings which can be viewed in full here. The Parish council supports all the recommendations and will now produce the final plan to be submitted to Mole Valley and subsequently to a referendum.
Following the 6 week statutory consultation by Mole Valley District Council, the Neighbourhood Development plan has now been passed to the independent examiner, Mr Martin Ashcroft for his review. A public meeting is being held by the examiner at Capel Parish Council Office on 15th June to look at specific parts of the plan and its process. Members of the public at not able to make comments at this meeting but welcome to attend.
IMPORTANT INFORMATION JANUARY 2017
We have now completed the important first phase of the Capel Neighbourhood Development Plan Process with the following documents being submitted to Mole Valley District Council:
• The revised Capel ND, amended following the public consultation
• The Statement of Community Involvement
• The Basics Conditions Statement
• The SEA Screening Report (prepared by Mole Valley District Council on our behalf)
In reply to our Public Consultation, approximately 94 responses were received from individual and organisations. In addition, a comprehensive schedule of comments and advice was received from MVDC.
All of the representations were considered by the Capel NDP Steering Group. As appropriate, they were incorporated into the revised document submitted to the Council. The comments were broken down into categories based upon the structure of the consultation NDP.
A total approximately 527 comments were received and considered. In brief, 356 representations were in favour of the proposals and 171 against. Of these, 26 did not support development in The Green Belt.
In relation to housing, 48 (of the 94 submissions) supported housing, with 22 opposed.
An extension to the Coldharbour Conservation Area to include the “Fort” was not supported by MVDC, BUT it was supported by Surrey County Council and Historic England. It was therefore retained as part of the NDP Strategy. Any changes to the Conservation Area will need to be dealt with under other legislation, as will modifications to the Green Belt Boundaries. At an earlier stage, MVDC had indicated that modest changes to the Settlement Boundaries could be carried out through the NDP process.
The next stage will be for the Executive Committee of MVDC to receive their officers’ report into the NDP in early February. This will be followed by a formal 6 weeks Public Consultation by MVDC.
It is important that you respond to this consultation, as your responses will be submitted, with the above documents, to the appointed Examiner who will consider the content of the plan.
The Capel Parish Council and the Steering Group would like to thank all those who have made representations and contributed to the debate so far. As every household in our community received a copy of the original NDP, it is possible to compare and contrast the latest version with the initial proposals.

In response to requests, additional Pop-up sessions have been arranged to answer questions from residents and clarify information regarding the Draft NDP. Two sessions have been organised, one in Beare Green and one in Capel.

Capel: Wednesday 10th August 2016 from 18:00 to 19:30 at the Parish Office (behind the Memorial Hall)
A copy of the Draft (consultation) Plan will be delivered to every household over the next week but a PDF is now available for download or reading online.

The next stage of the Neighbourhood Development Plan has now started, which is to pull together all the information received into a Draft Plan. This will take approximately two months, though there is not a fixed schedule.
The Draft plan will review of each of the 3 wards individually and the Parish as whole taking into account the architecture, landscape, transport etc, as well as the sites that may be considered for development along with your views and comments. We have commissioned both a landscape assessment and a housing needs survey (which you will receive by post). The aim is to provide a picture of where we are now and what can be done to improve the Parish and keep it both sustainable and a desirable place to live and work in.
This is only a brief guide to the content but every every household will receive a full copy of the draft plan later in the year to give you a chance to review and comment on it (the six week public consultation period) before it goes to Mole Valley District Council for their thoughts (a further minimum of six weeks) then a planning Inspector to check content and process before eventually being adopted or rejected in the Public Referendum.
The decision on which pieces of land would be put forward for inclusion in the Draft Plan has been made and a link to the status of all the sites was posted immediately following the decision. Everyone who has signed up to receive email notifications will also have had a copy. It has been pointed out that there wasn’t a “Post” to announce the decision (because it has it’s own link on the website) so we hope this post will meet that need.
